At least 16 Palestinians – including the four children – were killed yesterday as Israel responded to the deadly attacks the previous day.

In Israel, Some See No Option But War

Aharon Peretz has spent most of his 51 years in this cactus-fringed, working-class town, and he would like to stay. But his wife and six children feel differently: Daily retreats to the basement during rocket strikes from the nearby Gaza Strip have frayed their nerves, and an attack that cost an uncle both his legs has convinced them it's time to go. Peace will return for his family, Peretz has decided, only if Israel chooses to go to war with his neighbors.

Two news reports, that complemented one another, on the deteriorating situation in the Gaza Strip were published yesterday. Haaretz reported there is growing international criticism - in Europe, Russia, the United Nations and even in the American administration - of Israel's policy toward the Gaza Strip. Al-Hayat reported that during a recent visit to Turkey, Defense Minister Ehud Barak considered the possibility of establishing a multinational force to oversee the situation in the Gaza Strip.

The most acute problem facing Israeli officials today is how to end the daily Qassam rocket attacks intended to demoralize Israelis and to undermine the peace negotiations between Israel and the Palestinian Authority. Now that Fidel Castro has taken the carriage clock, international affairs has all too few fixed points of continuity. Her Majesty the Queen is still in place. The King of Thailand has been on the throne since 1946. Otherwise one has to turn to the Middle East for reassurance that some things never change. Fly-by-nights like Castro may come and go, but the Israel-Palestine conflict will, it seems, always be with us.

Amnesty Program a Qualified Success: Earlier this month, Israel removed 32 members of the al-Aqsa Martyrs' Brigades, Fatah's military wing, from its list of wanted men, and has extended a probation period for 220 additional men. This move was part of an agreement Israel and the Palestinian Authority entered into in July, which provides a mechanism – based on behavior during a probation period – by which militants could be removed from Israel's lists of individuals to be arrested or assassinated.
