Agencies seek $462 million in aid for Palestinians

The U.N. and other aid agencies appealed to the international community Wednesday to send $462 million in emergency assistance to address what they said is a humanitarian crisis in the Palestinian territories. Most of the money will be used for food and cash handouts, said Maxwell Gaylard, local head of the United Nations Office for Coordination of Humanitarian Affairs. A total of 159 emergency programs are planned in areas such as health, education, food, water and sanitation.

Israeli Prime Minister-designate Tzipi Livni warned Sunday that time is running out for a peace agreement with the Palestinians, with extremists gaining strength as negotiations stumble. In her first foreign policy speech since her appointment to form a new government, Livni said Israel must press ahead with peace talks because 'doing nothing has its own price.'

At the beginning of July, people in the West Bank and Gaza were relieved to hear that high-school graduation results in both of the occupied territories were to be made public at the same time – there had been a rumour that Gaza’s ministry of education would publish its own results a day early. That shows the anxiety that has existed since June 2007 when Palestinian self-rule became dual – with one administration run by Fatah in Ramallah in the West Bank, and another by Hamas in Gaza.

Wars account for dramatic shifts in voter preferences, and radical leaders and parties often poll much higher after a round of sharp violence than in normal times. Between meeting in the Knesset with Deputy Prime Minister Haim Ramon and visiting his friend, President Shimon Peres, S. Daniel Abraham felt like pouring his heart out. The 84-year-old billionaire, who visited Israel earlier this month, says that for the last seven years, since meeting Saudi Crown Prince Abdullah bin Abdul Aziz Saud - who has since been crowned king - he has not known peace. Abraham's eyes become dewy as he talks about the meeting in Riyadh.
