On a still, hot, August afternoon you can only hear the bleating of the lambs and the occasional bark of a dog. There are few places more exposed and isolated in the West Bank than the cluster of tents and caves that is home to Khalil Nawaja, his wife Tamam, their two sons and their 50 sheep.

Ramallah – Ma’an – Fatah’s controversial former Gaza security chief, Muhammad Dahlan, will have no responsibilities related to Gaza in his new role in the party’s Central Committee, he told Ma’an in an exclusive interview. Dahlan is reviled by Hamas and other opponents of Fatah rule for what they considered an iron-fisted administration of the Palestinian Preventive Security Service in Gaza. Dahlan left Gaza days before Hamas forces shut down the Preventive Security and other Fatah-backed institutions in fighting that left hundreds dead in 2007.

Ten minutes later we were in the heart of Ramallah, the capital of the Palestinian Authority. The security forces obviously know there is no cause for concern. Nowadays Tel Aviv's beaches are more dangerous than the West Bank's cities. According to statistics from the Prime Minister's Office, more Israelis have been murdered in the past month in Israel than those murdered since January 2007 in the territory of the PA.

There is still an investigation under way to understand what happened.” Shin Bet is Israel’s internal security agency.
