There has been a growing interest in gender responsive budgets as a means to
bridge developmental gaps between men and women and to achieve social
justice. Such budgets are also considered as indicators of good governance,
transparency and accountability as well as promoting community participation in
drawing development policies. Different experiences in preparing and following
up gender responsive budgets have led to attaining high standards of social
justice and promoting equality between men and women; they also helped
women achieve their rights as citizens.
Gender-responsive budgets have also contributed to applying financial and
administrative reform systems to attain good governance and increased male and
female participation in holding a government accountable for its commitments
to gender equality, thereby consolidating the principle of partnership in
development. Such experiences were particularly successful in developing
countries that suffer from various problems of discrimination and inequalities
like South Africa and in multi-ethnic countries. Initiatives succeeded further in
countries with weak legislative body and lack of experience or mismanagement
of the executive body.
As part of its project on “Instituting a Gender-Responsive Palestinian National
Budget,” the Palestinian Initiative for the Promotion of Global Dialogue and
Democracy –MIFTAH-prepared four sectoral studies pertaining to the Ministries
of Education and Higher Education, Social Affairs, Health and Labor through
commissioning eight researchers specialized in gender and economics.
