Simply put, Baker threatened to publicly blame Israeli, Palestinian and Syrian leaders if they didn’t accept the terms and attend the conference. It worked. Ironically, the dead-cat routine also explains the current state of the Israeli-Palestinian peace process — but in reverse. |

Secret talks do have a place in diplomacy

The most famous were held with King Hussein of Jordan in 1963, in the house of his Jewish physician. As a junior diplomat in the Israeli Ministry of Foreign Affairs, I kept the secret file of these meetings, codenamed "Charles". At the time, the talks produced a greater understanding between Jordan and Israel, but King Hussein was reluctant to be the first Arab leader to sign a peace treaty. |

He sees no legal difference between the decision that is expected next month and the decision that was made there - with a huge majority of 104 to 2 - following the Palestinian declaration of independence in Tunis 22 years ago. |

Abbas, Peres held '4 secret meetings'

He quoted Abbas as saying at a meeting of his Fatah party on Friday that: "I met Shimon Peres four times in Amman and London in an attempt to restart negotiations and the peace process on a correct foundation." The official, speaking on condition of anonymity, added that Israel's Prime Minister Benjamin Netanyahu had thwarted those efforts. |
