The Jewish state may call itself a democracy but in fact it’s a militarized entity always alert to criticism and attacks from its foes within and without.

Ain al-Hilweh refugee camp, Lebanon — Israeli-Palestinian peace negotiations hung in the balance Monday as Israel ignored international pressure to extend a 10-month freeze on Israeli settlement construction in the West Bank. Palestinian Authority President Mahmoud Abbas, under pressure from the United States to stick with the talks, is expected to consult with his partners in the 22-member Arab League next week before announcing a decision. But Mr. Abbas said Sunday, hours before the freeze expired, that Israel had only one choice: "either peace or settlements.”

France dissuaded Israel from opening a large-scale military operation against Lebanon in response to the border incident which killed Ltc. Dov Harari, the London-based al-Sharq al-Awsat newspaper reported Wednesday. French sources told the paper that Defense Minister Ehud Barak had informed French Foreign Minister Bernard Kouchner that "Israel intends on opening a large-scale military operation to educate the Lebanese Army and avenge the death of the senior Israeli officer."

In a fiery speech, Sheikh Hassan Nasrallah said he would prove the claim at a press conference next week. The BBC's Jon Leyne says Mr Nasrallah is trying to pre-empt a UN report due to implicate Hezbollah in the killing. Mr Nasrallah was speaking hours after a firefight on the Lebanon-Israeli border left five people dead. Referring to the rare exchange of fire, he said his forces were ready to join the fighting. Mr Hariri and 22 other people were killed in Beirut in a car bomb in 2005.

Israeli and Lebanese troops fought a rare cross-border skirmish on Tuesday that killed four Lebanese and an Israeli officer in the most serious violence along the frontier since a 2006 war. The Iranian- and Syrian-backed Hezbollah group, which battled Israel in the war four years ago, took no part in the exchange of fire. There was no sign of any extensive Israeli preparations for a large-scale operation -- an early indication the clash might not trigger a wider conflict.

As clouds of volcanic ash loom high over Europe, clouds of war are once again lurking over Lebanon. In recent days, Israel's President Shimon Peres has accused Syria of supplying Hezbollah with Scud ballistic missiles that can reach Israeli cities. Damascus has denied the charge while Hezbollah has refused to deny or confirm it, saying it's nobody's business. US officials remain doubtful due to an absence of proof. However, a spokesman for the US State Department has said his government is "increasingly concerned about the sophisticated weaponry that is allegedly being transferred."

It seems that the era of relative peace between the Palestinian Authority (PA) and Israel is over. Ever since Mahmoud Abbas, the Palestinian president, secured an amnesty for senior members of the Aqsa Martyrs Brigades, the armed wing of Fateh, on condition that they lay down their weapons and join the official security forces, calm has prevailed in the West Bank.
