JERUSALEM, July 21 (Reuters) - Israel is debating whether to say sorry for storming a Gaza-bound Turkish activist ship last year, after its jurists recommended satisfying Ankara's demand for an apology to help fend off war-crimes lawsuits. Prime Minister Benjamin Netanyahu has so far voiced only "regret" for the navy's killing of nine pro-Palestinian Turks aboard the Mavi Marmara, but Israeli officials say support for a stronger show of contrition is spreading in his government.

MADRID (AFP) -- Spanish Foreign Minister Trinidad Jimenez told visiting President Mahmoud Abbas Tuesday that Madrid backs efforts to create an independent Palestinian state, the government said. Abbas met with Jimenez and Spain's King Juan Carlos at the start of a two-day visit to the country aimed at drumming up support for United Nations recognition of a Palestinian state.

The Palestine Liberation Organization has now officially decided to ask the United Nations to recognize a Palestinian state within the 1967 borders. Leaving aside speculation as to whether this really will happen in September and what the consequences might be on the ground back home in Palestine and Israel, this is a good occasion to ask how we arrived at this juncture. The conventional wisdom that Israeli Prime Minister Binyamin Netanyahu's intransigent behavior has driven the Palestinians to adopt the international track is important, but hardly offers a complete explanation.
