The collapse of the Palestinian Authority, Israel’s negotiating partner, was raised as a possibility on Monday, as several aides to its president, Mahmoud Abbas, said that he intended to resign and forecast that others would follow. If the Palestinian leader steps down, does this mean the peace negotiations between the Israelis and the Palestinians are over?

Shaul Mofaz, a leading opposition politician in Israel whose former posts include both army chief of staff and defense minister, said Sunday he has a plan for Israeli-Palestinian peace – and he's willing to talk to Hamas to secure it. "I will also speak with the devil, if it will bring peace to the state of Israel," Mofaz reiterated Monday during a visit to Sderot, which has often been the target of rocket attacks from the Hamas-controlled Gaza Strip. "And if Hamas is chosen in elections to head the Palestinian Authority ... I am ready to speak with them."

In southwest Israel, at the border of Egypt and the Gaza Strip, there is a small crossing station not far from a kibbutz named Kerem Shalom. A guard tower looms over the flat, scrubby buffer zone. Gaza never extends more than seven miles wide, and the guards in the tower can see the Mediterranean Sea, to the north.

Palestinian Authority President Mahmoud Abbas' announcement that he won't seek reelection is merely a pressure tactic that merits no serious response, Hamas says. Abbas' retirement threat is directed mostly at his "American and Zionist friends," Hamas Spokesman Dr. Sami Abu Zuhari said. "Abbas sought to let them know that he is dissatisfied with their conduct." Israel and the US have alienated Abbas and are merely using him as a means for their advancing their plans, he said, noting that Abbas' decision is an internal Fatah matter.

Palestinian elections are scheduled to be held in less than three months, but the prime minister of the Palestinian Authority (PA), Salam Fayyad, isn't concerned about running for office. Rather, he's set his sights on a longer-term platform: establishing a Palestinian state by 2011 – a goal he outlined recently in a clear, well-organized booklet titled "Palestine: Ending the Occupation, Establishing the State."
