The U.S. calls this “expanding a settlement.“ The White House press secretary “was ‘dismayed” and asking both parties to avoid unilateral actions that could ‘pre-empt or appear to pre-empt negotiations.’” “Disagreements over settlement building are in large part the reason that the negotiations, which have been stalled for months, have not resumed.”

But after nine months, analysts and diplomats say, the administration's efforts have faltered in part because of its own missteps. As Secretary of State Hillary Rodham Clinton made clear during her Middle East trip, which ended Wednesday, U.S. officials are now promoting new tactics -- what they called the "baby steps" of lower-level talks -- to bring the Israeli and Palestinian leaders together for direct talks.

Two top Israeli officials in town for talks with US Middle East envoy George Mitchell extended their stay Thursday to continue discussions on a potential settlement freeze and the restarting of peace negotiations. Yitzhak Molcho, an envoy from the Prime Minister's Office, and Defense Ministry chief of staff Michael Herzog spoke with Mitchell Wednesday and Thursday but decided to remain in town Friday - an indication that the sides have determined further conversations could be productive following several rounds of US-Israeli talks that failed to yield results.

"The settlements aren't the be-all, end-all" of American policy efforts, one State Department official told The Jerusalem Post on Tuesday. "Our ultimate goal [is] to create the conditions for negotiations."
